Starting from 1997 ECOSAN IO has been implementing Environment and Healthcare Days Program with active participation of workers and residents in greenery and landscaping works that include 8-10 millions of people each. At ministries and departments, companies and other organizations environmental protection events are held, for which members of employee groups are mobilized for participation. This Program allowed to the establishment of public control over ecological situation in the republic.
For informing the public about the environmental protection issues such target programs as “ECOSAN”, “The Youth and Ecology”, “Woman, Ecology, and Health”, “Healthy Environment –Foundation for Healthy Generation”, “ECOSAN in Makhallas” and etc. are being implemented. These programs involve more than 5 million people.
There is an Information and Analysis Center called ECOSANINFORM and created under ECOSAN. Here operational news, reports, articles and other data ecology-related data dedicated to ecological issues and increasing the public awareness about ecology are prepared. ECOSAN’s official web-site is developed and now being operated: www.ecosan.uz
ECOSAN specialists and experts take an active part in the development of the environmental legislation of the Republic of Uzbekistan, social programs and projects for environmental protection and sustainability development, information access and justice.
For introducing the system of regulation implementation ECOSAN traditionally holds public hearings. In these public hearings managers of public organizations, ministries, and khokimiyats (local authorities) make reports to public representatives regarding the implementation of related regulations of the Republic of Uzbekistan, environment and development-related international regulations, as well. Recommendations made in these public hearing are approved by the Government and forwarded to ministries and local authorities for permanent use and mandatory implementation. Thus, Public Hearings on implementation of Acts of the Republic of Uzbekistan “On Water and Water Consumption”, “On Protection of Atmospheric Air”, “On Wastes”, “On Forests”, “On Environmental Protection”, and etc. have been held.
On ECOSAN’s initiative international ecological days are celebrated in the republic annually. These days meetings, conferences, ecofestivals, and other public events are arranged.
For obtaining detailed information about the local environmental situations ECOSAN develops draft solutions and sends joint missions to the regions that are comprised of scientists, ecologists, experts, representatives of embassies and international organizations. Thus, in recent years, on ECOSAN’s initiative a number of meetings have been held in participation of ambassadors for minimizing the level of negative impact of Tadjik Aluminum Company on the population’s health and regional ecological system as a whole; a social movement that contributed to cessation of a number of the Company’s shops and introduction of ecologically-friendly technology and equipment was arranged.
Such missions are created in Kyrgyz Republic, the Aral Sea Region, Fergana Valley, and other regions of Uzbekistan.
One more project is “ECOSAN Health Train”. In view of the significance of such works the Cabinet of Ministers supported ECOSAN’s initiative and adopted a Resolution “On ECOSAN Health Train” in 1993.
ECOSAN health trains are mobile ambulatory units comprised of 3-7 cars with a team of highly qualified doctors and ECOSAN experts who travel to environmentally disadvantaged areas for providing medical aid, consultancy, and humanitarian aid.
In recent years, Uzbekiston Temir Yullari has equipped the diagnostics base of the health train with modern ultrasound, ECG, and endoscopic equipment. Due to this, now, there is a possibility to perform an X-ray or computer scan of patients’ condition.
Doctors of metropolitan hospitals, medical institutions and medical centers, including doctors of various profiles - pediatricians, ophthalmologists, surgeons, cardiologists, gynecologists, radiologists perform multidisciplinary medical examinations in medical cars of the train that are equipped with latest equipment, as well as at central district and rural hospitals; provide necessary medical and consultancy aid to residents of remote villages and regions. Every day, they examine more than 600 people. Before departing, the ECOSAN train doctors get detailed consultancy and information about the most common forms of diseases among the population, their causes, and ecological situation in the area.
In the period from 1997 to 2009 the total number of ECOSAN trains and auto-trains with humanitarian aid for the population and social facilities equaled to more than 200 with the amount being 10 billion soums. Medical teams of the health teams provided medical and consultancy aid to more than 600 thosuand people; charitable assistance to 700 thousand residents of the Aral Sea Region and other environmentally disadvantaged regions, including Khorezm, Surkhandarya, Kashkadarya, Bukhara, Fergana, Namangan, and Andizhan Regions.
Special attention should be paid to public raids undertaken by mass media upon the complaints made by residents. These raids allow to raise the issues regarding the sanitary condition of cities and other residential areas, makhallas, areas for industrial and domestic waste collection and disposal, issues of water supply to the population, prevention of infectious diseases, and etc. As a result of these actions the following projects and programs were developed: “Improvement of the Water Supply System in Rural Areas”; together with a number of ministries and departments, the Council of Ministers of the Republic of Karakalpakstan, regional khokimiyats and Khokimiyat of Tashkent Industrial and Domestic Waste and Public Health Program and Atmospheric Air Protection Program have been implemented.
Thus, as a part of the Improvement of the Water Supply System in Rural Areas Program, 200 pressure boosting pumps for the total amount of 200 thousand USD were sent to various regions of Uzbekistan by ECOSAN trains and auto-trains. Pumps were provided by the Embassy of Iran in Uzbekistan. Their installation and operation allowed to improve the system for drinking water supply to 200 thousand people residing in rural areas, to improve water supply for use in municipal services, watering, irrigation and drainage, drainage water pumping in agriculture. Jointly with partners local projects aimed at water supply to residents of Kanlykol Makhalla and Nauryz Makhalla, Kanlykol District, Uchsay Village, Muynak District, Karakalpakstan, Akhil Makhalla, Yangiyul District, Tashkent Region, and etc. were implemented.
ECOSAN has successfully implemented a number of projects in the Aral Sea Region, including UNICEF-ECOSAN Project aimed at providing ecological and regional aid to women and children residing in the Aral Sea Region – ASPERA. In total, it covered more than 10 thousand children with their complete immunization. Moreover, as a part of this Project the most areas of the region were landscaped and sanitary condition was improved. A large batch of pharmaceuticals, sanitary and hygienic items, and school supplies were provided. Total project cost was more than 3 million USD.
As a part of Industrial and Domestic Wastes and Public Health Program measure to timely removal of waste to landfill sites were taken; sites for collecting domestic waste were developed; machinery for waste removal is procured; measures to bring the existing urban waste dumps into appropriate sanitary condition were taken. For all these actions 1 billion 940 million soums were spent, out of which 1 billion 357 million soums were consisted of extra-budgetary funds, 137,4 million soums were allocated by sponsors and international institutions.
ECOSAN is improving cooperation; by participating in international forums, the Foundation is consistently attracting attention of the world community to social, ecological, and transboundary issues arising in the environment of Central Asia. ECOSAN is an Uzbek delegate of the World Summit for Sustainable Development in Johannesburg.
According to the agreement with the Embassy of Russian Federation in Uzbekistan and Roszarubezhcenter a team of students in the Republic of Karakalpakstan, as well as 5 school-leavers of Karakalpakstan were enrolled by Russian universities on a grant basis for being educated in the areas that are of great importance to the republic.
On ECOSAN’s initiative the development of ecological tourism has started in Uzbekistan.
Thus, organizational and promotional activities undertaken by ECOSAN allowed to involve all the ministries of Uzbekistan, political parties and other public organizations, higher education institutions and research institutes, residents, as well as regional authorities of the republic to joint measures to implement actions aimed at reaching the goals and objectives of environmental protection and sustainable development, as well as to attract people to ecological problem solving processes.
