«Raising public awareness of population considering the questions of environmental protection and its stable development» (2012-1013-2014yy.)
General information on the project.
Basic information: The program of activities for protection of environment in the Republic of Uzbekistan for the period years 2013-2017, approved by the cabinet of Ministers of the Republic of Uzbekistan №142 on May, 27, 2013 y. envisages implementation of procedures that would help to raise the awareness of population in questions of environmental protection and stable development (paragraph 59).
Aim of the project: raising public awareness considering the process, benefits, methods and approaches of re-orientation to stable development by the way of organization of activities plan for dissemination of information via mass media (press-conferences, media events) and organization of a series of training seminars in the framework of realization of an Education Concept for purposes of stable development of the Republic of Uzbekistan (EUR), approved by the joint resolution (№ 2/20/305 on July 19, 2011) of State environmental protection committee, Ministry of national education, and the Ministry of tertiary education of the Republic of Uzbekistan.
Ecological part: In modern conditions of regional and global ecological challenges, related to climatic changes, soil dehydration, management of wastes, loss of biologival diversity, unrational utilization of earth and water resources, there has arised the necessity to search for ways to achieve and sustain ecological safety. This process requires continuous information sharing with wide audience considering ecological situation, dangers and challenges, and also its involvement in prevention and solution of ecological problems and stable development.
Ecological safety questions, especially the issues of Aral Sea region many times were raised by the President of Uzbekistan I.A. Karimov during international summit meetings, forms of UN, OSCE, WHO and etc.
Uzbekistan actively participates in international process of environmental protection, takes part in international ecological conventions. There is developed cooperation with international organizations and financial institutions for implementation of unilateral and bilateral environmental protection agreements, programs and projects relevant to ecology. In the Republic there is conducted a process of development and advancement of environmental protection legislation and structure of environmental protection management, management of rational water resources utilization. In accordance with world standards , there have been created and are already implemented the programs and action plans in the sphere of environmental protection.
The focused policy of Uzbekistan in respect to social sphere allowed to address the social consequences of modern ecological challenges, improve population water supply systems, waste management in the Republic. But still population, youth is insufficiently informed about these activities.
It is well known that raising population awareness requires a complex of activities, but the best method is the usage of mass media capabilities, maximum involvement of mass media in this process and ecological education of the younger generation. The project is aimed at expansion and utilization of capabilities of mass media means for solution and prevention of ecological problems, extensive use of the best environmental management practices, attraction of wide audience attention to questions of environmental protection and stable development, and also development of activities related to ecological education.

The Project of GEF SGP (2013-2014yy) «Promotion of best practices and technologies for stable resource utilization for farmers and businesses of Uzbekistan»
Description of a problem and causes of occurence:
The primary users of natural resources, that have the greatest impact on condition of environment in Uzbekistan, are rural citizens, participating in agricultural production. Most of the problems with irrational utilization of earth, water, energy and biological resources (further “resources”) are connected with the fact that farmers, businesses and local citizens are not aware of the best practices in this sphere.
Throughout the country, many organizations have tried-and-tested best practices of resource utilization or the offers considering implementation of such practices. However, these organizations or persons have access only to a limited number of people and can spread information considering such practices only partially. Of course, there exist various trade fairs and such information is usually spread at such events. One of the similar events is an annual Innovation Trade Fair, organized by the Ministry of Economies of the Republic of Uzbekistan.
But there are too little events, which utterly and completely are focused on promotion of technologies, which help to save natural resources and yield benefit and economical profit to its users. As direct consumers don’t have any information about best practices and economical or another benefits from them, this leads to further utilization of old practices, which cause degradation and depletion of earth, water, energy and biological resources.
It is important to note, that any innovative practice for efficient utilization of resources implemented by any one farmer will lead to saved cubic meters of water, decrease of salinification or dehydration of soils , at several hectares, prevention of topsoil loss at the same territory, economy of great number of kW/h of electric energy and etc. The more users will start using best practices, the more resources would be saved.
How do you plan to eliminate the causes of a problem: objective, tasks and activities of the project цель, задачи и мероприятия проекта.
Our project is targeted on closing this gap by the way of organization of “Knowledge fair” (further “fair”) – the event, which is aimed to share knowledge considering new technologies in the sphere of environmental management with anybody who wants to. It is envisaged, that the fair would be conducted in a format, when those people or organizations, which have already implemented this or that technology, will share their experience with all participants of this fair. In other words, the information would come straight from the source.
It is planned to conduct at least 30 practical trainings for at least 17-20 technologies. The basis for practical trainings would become the technologies, that were supported by GEF SPG.
Thus the objective of the project is dissemination of knowledge considering innovational technologies and practices among farmers and other resource consumers. . The knowledge, obtained by participants, would assist transition of farmers to new technologies and spreading of these technologies, and so subsequently will lead to the saved environment.
The trainings would be conducted for all technologies, that were successfully tested during projects, supported by GEF SPG. There would be conducted the trainings for technologies, mentioned below:
- «Daily irrigation – economy of water and its fair distribution between farmers »
- «4- field feeding crop rotation – almost 3 times more feeding crops from the same territory »
- «Zero soil treatment – saving soil fertility for stabile farming »
- «Phitomelioration – as an example of advanced soil reclamation»
- «Laser planning of areas for increased productivity of soil and economy of resources»
- «Insulation of irrigation channels for saving of water and energy »
- «Drip irrigation – the necessity for agriculture in Uzbekistan . Benefits and advances of the technology. Economical eficiency»
- «Biogase technology as an alternative solution of energy demands in farms »
- «Micro hydropower stations for demands of local business and population»
- «Energy efficient (sunlight) greenhouses without consumption of energy for heating»
- «Energy efficient furnaces for saving from deforestation»
- «Cultivation and biological technology Indigofer at dehydrated soils»
- «About development of intensive aquatic culture in Uzbekistan »
- «SERHOSIL – micro algae for fertility »
- «Treelines for saving fertile layers of soil and prevention of erosion »
- «Pistachio plantation – new solution for efficient utilization of territories in thirsty foothills of Uzbekistan »
- «Beekeeping for increased harvest »
This is a minimal number of technologies, which would be presented. Also there would be made an attempt to involve the partners in presentation of their best practices and technologies.
All trainings would be conducted directly by executors and those, who received any benefits form the project – those people , who implemented these technologies. For each technology, as consultants, there would be invited the specialists which were working with this technology. All consultants would prepare detailed presentations in Russian and Uzbek languages. Also for some technologies there would be invited the farmers and other beneficiaries, that would participate in trainings and tell others their impression and the experience obtained in respect of the technology.
Also for each of the technologies there would be prepared some printed materials and publications, which would be given to participants of the fair for free.
Was developed international mutually beneficial collaboration with foreign partners in the framework of common initiatives;
in years 2009-2010. With the support of TICA (Turkish International Collaboration and Development Agency ”TICA”) there were implemented 8 pilot projects “ECOSAN”, aimed at provision of rural citizens of the Republic by drinking water. As a result, approximately 50 thousand of citizens, living in rural areas and settlements of the Republic of Karakalpakstan, Surkhandarya, Horezm and Tashkent regions get an access to pure drinking water, and sanitary-epidemiological situation in this regions became noticeably better ( 316,6 billion UZS).
